The Rev. Fred W. Heard was born in Prineville, OR September 9, 1940. He attended elementary and high school in Klamath Falls, OR. Fr. Fred received a BS degree (Education) and an MS degree (Secondary Education) from Southern Oregon University, Ashland. Additionally, he received a Master of Divinity degree from Church Divinity School of the Pacific, Berkeley, CA. He completed his Clinical Pastoral Education at the Oregon State Hospital Forensics Unit. Also, he served as interim minister at the Congregational Church in Klamath Falls.
Before being called to serve as St. Paul’s Rector in January, 2009, Fr. Fred was the Associate Rector at Holy Trinity Episcopal Church in Menlo Park, CA. His first career was as a teacher at Klamath Union High School (the school where he graduated). Eventually, he became an Assistant Professor at Oregon Institute of Technology in Klamath Falls where he taught for 13 years. He is experienced at all education levels ranging in enrollment from 60 to 2000+ students and has filled positions as teacher, department chair, budget manager, assistant professor, vice principal and principal. He has taught English, literature, social studies, speech, sociology, economics, and journalism in junior high, high school, and college.
In 1968, Fr. Fred ran for the State Legislature; and for the next 14 years, he fulfilled elected positions including State Representative and State Senator. He held the post of Senate Majority Leader for three sessions and Senate President for one session. He resigned his Senate seat to accept the cabinet appointment of Director of Commerce for Governor Victor Atiyeh. As Director, he supervised nine divisions and 24 licensing boards made up of 450 employees.
Fr. Fred gained business experience as co-owner of Best Hands, Inc. (General Contractor), Salem, OR and Branch Manager of Bernard Haldane Associates (Career Managers), Salem, OR
Over the years, Fr. Fred has been an active member of the Kiwanis Club and has served as a Board Member in both the Menlo Park and Salem Kiwanis Clubs. He also served as President in Salem and a delegate to the international convention. He was a Board Member of the San Mateo Women’s Recovery Association and has been active in United Way and Cancer campaigns. He is now a member of the Cambria Lions Club. Needless to say, he has been active in many political campaigns other than his own in Oregon. Except for his time at Trinity, Menlo Park, Fr. Fred has always been a member of St. Paul’s---St. Paul’s, Klamath Falls; St. Paul’s, Salem (Vestry member & Jr. Warden); and St. Paul’s, Cambria!
